As one of the few straight Status Effect cards (a la Lamia, Harpy, Mermaid) Vulcan is a definite under-performer for most of his life. From levels 1-5 all Vulcan actually does is apply Taunt to one target, rather than doing any direct damage.
Upon gaining his sixth skill level, however, Vulcan's ability gets overhauled significantly. With non-elemental damage, Vulcan can hit anyone and everyone equally- including some surprising defense penetration tricks in PvE. But in addition to that, Vulcan also gains the ability to self-apply a Counter + Damage Reduction Shield for 3 turns, punishing Taunted foes who chose to take out their anger on you. That said, Vulcan shines in particular against enemies vulnerable to Taunt.

- Fire Attack is executed if target is Taunted.

A Legacy Status card, Vulcan is good at one thing: Inflicting Taunt. Much like other Status cards, he first only has the ability to just straight-up attempt to Taunt foes. By SL6, Vulcan gains the ability to execute 3x Non-Elemental attacks that can Taunt and self-apply a decent Counter + Damage Reduction Shield.
Awakening doesn't change Vulcan's Main Skill too much. The Shield Chance is increased to 100%, and gets a boost to Damage Reduction. On top of that, any foes that are Taunted get hit with an additional Strong Fire attack, though it'll only do any significant damage to Wood foes.
A somewhat weak sub skill, it offers 10% Damage Reduction against Wood enemies if subbed on the Ace card.
Very situational use and there are much better Ace subs out there.
Basically the same as before, only now Vulcan offers 15% Damage Reduction against Wood enemies. Unless you're facing Wood enemies, Vulcan is basically useless as a sub. Otherwise, he's a good Damage Reduction card, though other and better options exist.
Vulcan is the god of fire, including the fire of volcanoes, metalworking, and the forge in ancient Roman religion and myth. He is often depicted with a blacksmith's hammer.
