Before awakening, Volks is a decent, if mediocre Fire-elemental attacker. Great in the early game and relatively easy to Skill Up during The Dragon's Den event in which you get him, but pales in comparison to the GOD-rarity Fire-elemental cards available.
Awakening does give Volks a nice stat boost and some nice extra effects, however. The first is greatly increasing your own ATK by +2. The second is being able to destroy Shields and deal increased damage. This is worth particularly noting, as a number of Wood-element Event Bosses love to slap Shields on themselves. Also helping things is Volks' Awakening Skill which grants an additional 15% Skill Boost when there's more than one Red card in the played hand (other than your own) and 4 Orb Slots to play with.
Sub-wise, Volks is a little lacking. While a 35% Damage Boost is pretty nice, considering it requires a Red Main Card and a Water target makes it somewhat undesirable. A Red card isn't going to be doing a lot of damage against a Blue card in the first place, and trying to match it on Skill Icon is an even worse idea. Awakening makes it a little bit better, granting a straight 20% Damage Boost if the Main Card is Red, but still retains the 35% boost vs Blue targets.
That said, Volks has some issues. While Awakening makes him quite usable, the required materials for Awakening can be a pain to get (it doesn't help that you need two(!) DRA Rings) and even at Max Level, Awakened Volks comes up a little short stat-wise compared to most 30-cost cards. (This is semi-mitigated by Orbs; but worth noting nonetheless.) Then of course, the standard Elemental attacker issues persist, making Volks only really useful against Wood enemies.
