Raduga is...not that great. His Skill is an Wood-imbued AoE Hit attack with a goofy gimmick of getting stronger if you're Confused. And sure enough, you run a 25% chance to self-inflict Confusion. That said, unlike other AoE Attackers, there's no Status Effects or other gimmicks attached, making Raduga a pure attacker pretty much.
Awakening does little to change this; apart from a nice Stat Boost, the only difference is that now you get +3 ATK if you manage to Confuse yourself. That said, Raduga will only see much use in Colosseum or Duel Match...and even then, better cards exist for those purposes.
Single wood attack that deals 3.0× damage against Water targets. That said, it's pretty specific on what you can use it on and how you activate it. Mostly just for memes.
Awakening makes Raduga not complete trash by revamping his Sub to give a 20% Skill Boost to Dragon Cards (35% if they're an Attacker) as well as still keeping the Strong Wood attack.
