Okuni is basically sort of an AGI version of Strength and functions as a 2-in-1 Buff + Shield card. She applies her Sustained Buff effect to the Party, which gives them a +2 AGI buff every turn for 3 turns. But once an ally's AGI reaches +5, it then attempts to apply a 1-tick Evasion Shield to them.
This Evasion Shield is a new Shield effect (見切り; Abandonment), that effectively allows the Shielded target to completely evade an enemy's attack and its effects. It can pretty useful against foes who only have 1-2 attacks per turn.
However, the Shield itself isn't without flaws. It won't protect against Recoil damage nor will it prevent attacks that are guaranteed to hit. It also won't protect against attacks that break/bypass Shields. (There is a caveat to this...if the Attack has any actual chance to Miss, the Evasion Shield can prevent it.) Also, since it's only 1-tick, it will only prevent damage from the enemy's first attack; any subsequent attacks after that will still hit you.
Sub Skill
Okuni's Sub is a powerful Sub for Buff cards that somewhat mimics the effects of her Main Skill. She grants a strong 25-30% Skill Boost, but when a target has +5 AGI, it applies a 1-tick Evasion Shield that works as mentioned above. This can be put to pretty good use on Buff cards that buff AGI such as Spica, Wheel of Fortune, and Ham Han.

[Okuni] was the originator of kabuki theater. She was believed to be a miko at the Grand Shrine of Izumo who began performing this new style of dancing, singing, and acting in the dry riverbeds of Kyoto.
