Something of an alternative to Monica (Gig), who was previously a very limited card. Phantom applies a Sustained Heal effect to the Party that grants +1 AGI and Heals HP for 3 turns. But if the Sustained Heal effect activates and you have a Shield on, then it also applies a 1-tick 30% Damage Reduction Shield. While that sounds bad at first glance, it's also meant as a counter to Damage UP effects (should they be applied); otherwise, you risk overwriting a potentially more useful Shield. As such, you may want to use him as appropriate. Phantom does Heal for more than other Sustain cards though, making him quite good for keeping Parties alive during difficult fights.
A pretty good universal Attack Sub offering a 35% Skill Boost on Straight+ and 37% on Full House+. The bad news is that many other cards have unconditional Skill Boosts nowadays, which tend to be better and more reliable given as they're not hand-dependent. On the other hand, Phantom can be used as a Sub on any Attack Card, so he's good for filling in holes wherever you have them.
