Jumelles comes in as one of the most powerful Buff cards, able to naturally buff all stats to the Party.
However, it's not without downsides...notably in that the buff also inflicts you with a Damage UP debuff that makes you take more damage from attacks.

Jumelles alone with a 15% Skill Boost can give +2 to all Stats.
Of course, if a Blue, and Green card should happen to be present in the played hand (Jumelles herself counts as Red), the buff effect actually goes up!
With a 15% Skill Boost, you could apply +3 in all Stats to the Party!
But, this does come with a nasty downside. Jumelles' skill also inflicts the user with the Damage UP effect, making them take 1.5x additional damage from enemies for one turn.
That said, with the right Sub Cards, you could very likely buff your Party's stats tremendously!
Jumelles' Sub Skill is quirky to say the least. Much like the increased conditional for her Buff boost, you need a Red, Blue, and Green card present in the played hand to get the 35% Skill Boost.
It's worth noting this isn't restricted to any particular card, but the conditions for getting the boost could be tricky, if unreliable. However, keep in mind this also includes your own played card.
And if Latio happens to be subbed on the same card as Jumelles, you get an extra 5% Damage Reduction.
However, this is rather unlikely, as Latio has a much better use as a Main Card.
