A 4x Multiply Enhancer, Jay Father seems like he'd good at first glance...before realizing that without Linking with Eldritch Cards, he's pretty weak; especially when compared with similar cards (notably Owadatsumi and Elven Archer). While other similar cards have easier ways of increasing their Skill Power, Jay relies on Linking with Eldritch cards (particularly with Claw Skills) to get the most out of him. While this makes him really good for certain Events, he's otherwise very average.
