As one of the few straight Status Effect cards (a la Lamia, Harpy, Mermaid) Hydra is a definite under-performer for most of its life. From levels 1-5 all Hydra actually does is apply Poison to one target, rather than doing any direct damage. Of course, Poison isn't too bad, but if the enemy is unaffected by it (or immune to it), then Hydra's kinda useless.
Upon gaining its sixth skill level, however, Hydra's ability gets overhauled significantly. With non-elemental damage, Hydra can hit anyone and everyone equally- including some surprising defense penetration tricks in PvE. But in addition to that, Hydra also gains the ability to Debuff enemies' ATK, so even if you can't manage to Poison an enemy, you have a pretty good chance to reduce their ATK greatly.
That said, Hydra shines in particular against enemies vulnerable and weak to Poison. The effects of Poison get magnified with extra Skill Boosts and Enhance cards, so if used on a Poison-weak enemy, the resulting Poison ticks can deal massive damage at the end of the turn. Even if an enemy isn't weak to Poison, but still vulnerable to it, Poison can still be quite useful and deal a lot of damage if played right.

The only real change here is the 35% Skill Boost on a Straight+.
Otherwise, Hydra's use as a sub is still pretty much limited to itself.
The Hydra is a serpentine water monster in Greek and Roman mythology. It had poisonous breath and blood so virulent that even its scent was deadly. It was also often known for having an immense regeneration ability where if one head was sliced off, another or more would grow back in its place.
